Whether or not the park is open this week, they'd want to get the train off the track as soon as possible. I do believe if the train sits too long the wheels will develop flat spots.
In my experience I've never had to wait that long to get past the toll booths wonder why there was a need to put more up.

Not necessarily. It's a large open area, so putting up a tall construction fence around it would be excessively costly. In fact, tall construction fences that block the view of the work being done are not always necessary nor are they always used. For an example, see Diamondback's construction.
